Any unit engaged in the transport of dangerous goods on roads must have corresponding facilities and equipment to ensure the safe transport of dangerous goods.
Article 6 the units engaged in commercial road transport of dangerous goods, must have more than ten special vehicles management scale, more than five years engaged in transport business management experience, equipped with corresponding professional technical management personnel, and has set up a sound safety operation procedures, post the current system, vehicle maintenance equipment and knowledge safety rules such as quality education system.
Article 7 The personnel directly engaged in the transportation, loading and unloading, maintenance and business management of road dangerous goods must master the relevant knowledge of the transportation of dangerous goods, and shall be issued an Operation Certificate for the Transportation of Road Dangerous Goods after passing the examination of the local (municipal) level or above road transportation administrative organs.
Article 8 The vehicles, containers, loading and unloading machinery and working tools for the transportation of dangerous goods must meet the conditions prescribed by JT3130 Rules for the Transportation of Motor Dangerous Goods of the Ministry of Communications, and pass the examination and verification by the road transportation administration departments.
Article 9 nonoperating to be engaged in road transport of dangerous goods transportation unit, must advance to the local road YunZheng management organ apply, upon examination, comply with the regulations of this article transportation basic parts to (city) level YunZheng management authority for approval, to the way the non-operating transport of dangerous goods, transport operations. One-off transport of dangerous road goods shall be subject to examination and approval by the transport administration department at the county level, and temporary Transport Certificate for Dangerous Road Goods shall be issued before transport operations can be carried out.
Article 10 Any unit that applies to engage in the commercial transport of dangerous goods, and any unit that has already obtained the commercial road transport operation qualification and needs to add dangerous goods transport operation items, shall file a written application to the local road transport administrative department at the county level according to the provisions, which shall be examined and approved by the local (city) level road transport administrative department. Road Transport Operation Permit and Road Transport Operation Permit, which are specially for the transport of dangerous road goods, may be issued to the operation of the transport of dangerous road goods.
